It is designed to fulfil a shapeshifter fantasy, however, I know I and many other GM's in the moment will probably feel a need to try and limit how effective this is, and you can as needed by the narrative, when Appropriate. However, what is the point of spending a million Credits to be a shapeshifter when everyone in the galaxy has a super prophet on the payroll? Do Corps have access to these resources? Yes. Do they have them everywhere they need them? Rarely.
